ANNOUNCEMENTS:

   ¥Usual agendas, correspondence recÕd all on file to view during break:  Supervisor will report on any pertinent items from BOS Mtgs.; had a request from a Catherine Novak to discuss disaster reliefÑan American Red Cross worker that helped with Katrina.  Will be asked to come and do presentation next month

County Planning-Kerry Brown:

¥ California Coastal Commission will meet in SLO July 9-11-Estero Area Plan Update and changes in CZLUO

¥ DelMar Project had an appeal filed from June 26 Planning CommissionerÕs Mtg.

¥ no update on Sternerson Project/Ocean Ave. other than applicant wanted to appeal glass material for decking as being exempt from height but didnÕt; now apply for a variance or take it down;

¥ re: no parking signs--are placed at entrances to community, but not directly at Park and 4th, however if camping is occurring call the Sheriff to enforce

 

Supervisor Gibson[absent until July 14] ÑLegislative Assistant, Cherie Aispuro reported:

¥  Budget hearings have been completed

¥ Street sweeping has been done via a contract with Central Coast Sweeping, but just for certain streetsÑcontact is Cerrk[?] Creighton of Public Works

¥  phone calls had been placed to both Commander Ben Hall and Dave Flynn for concerns of overnight parking/camping

 

COMMITTEE REPORTS:

Land Use Committee-met July 7-08; projects:  Tibbitts on 1210 PacificÑstill no revised plans received to match proposed revisions.  Replacement of two culverts within Estero Bluff area discussed.  DeVeau Project Referral received; applicant not present at meeting.  Re-contact for possible attending next monthÕs meeting and to explain how project is different from previous and what has, or needs to still be done; report with concerns and possible conditions to be written, along with possiblitly of having better understanding of road conditions/concerns presented.  Basement Definition with draft letter still needs to be completed.  Next Meeting  Monday, August 4, 3:00PM

Public Safety: DeAnne  hearing less about traffic on uphill slopes east of freeway; elated to hear of street sweeping; Deanne and Dirk showed plaque for Jeweler McLean for designing cigarette butt containers for the community.  Now concern is in hopefully obtaining help in emptying and maintaining them at least once a month.

Recreational: no one presentÑbut concern expressed over chairs and other barricades being set up so early/prior to July 4.  Does this block businesses/parking for them and should anything be done to make improvements/changes re: this pre-July 4 setup?  Discuss next month after July 4 event along with other possible concerns.

*Commander Ben HallÑconcerns re: trailers/chairsÑshould not block public parking; however if a licensed vehicle it can be on the street for 72 hours;  last month 135 service calls received with 25 reports taken.  There were a few auto thefts and identity concerns resulting from mail or internet scams.  Gas thefts are up due to high price of fuel.  GPS systems are common right nowÑlock your vehicles.  For July 4 event there will be a ZERO TOLERANCE for alcohol/fireworks.  A family atmosphere attitude is  being hoped forÑa safe environment.  CHP is responsible for roadways.  Re: chairs, barricadesÑwill need to work with Co. Rds. Dept./CHP for perhaps better direction next year.  Tere is $2,000 fine for illegal fireworksÑzero tolerance means no warnings, rules are rules and need to be followed.  An individual expressed a concern for traffic on Old Creek Rd & Ocean; rules on vacation rentals of enforcementÑsheriff vs. county code enforcement.  Phone numbers should be on hand/available.  When all else fails then the sheriff.

OLD BUSINESSÑ.

  1. BASEMENTS:   Marie Jaqua and MAC are to work together to draft up a letter explaining reasons for consideration, concerns, and to define more clearly for presentation to County Planning for better interpretation, written in Òland use planning terminologyÓ and for their expert take and input.
  2. Discussion of Surveying Monuments:  per the National GeodeticsÑCayucos has 3 benchmarks.  One is not recommended others are at overpass @ Hiwy 1 junction of Montecito, and the southwest corner at the bridge.  Discussion continued to possibly validate usage for obtaining a more accurate x/y axisÑactual vs. arbitrary; to validate actual height in title deed and prior to construction.  Would assist in guaranteeing all sites use same grid system.  Suggested that since Pismo Beach uses benchmarks that some of our members research out more with them to see how the process works, do they ever have conflicts; how is it being paid for; how are the heights actually determined; if there are monuments/benchmarks usedÑare they ever contested.

Motion:  [L. Schoennauer]Ñto find out exactly the mechanics of how Pismo Beach establishes benchmarks for determining heights, etc. for each lot and then report back to CCAC.  2nd [F. Otis]  Therefore this item will be postponed until more information is acquired.  Verbal approval by the full council was obtained for the motion. 

  1. Growth Cap consideration for Cayucos within the Urban Reserve Line: asked to continue to the August Meeting.  Original request stemmed from MayÕs meeting with Doug BirdÕs presentation on CayucosÕ CSA10A water needs and will serves, and then from JuneÕs meeting where John Carsel made the motion, to gather further information to laterdiscuss and review  so that precinct representatives could walk their neighborhoods and get a better feel from residents of Cayucos  Motion was made[J. Carsel] to continue this item to next month.  2nd [L. Schoennauer]  Verbal acceptance from council received
